Background of the Study
International economic diplomacy has evolved into a strategic tool for advancing national interests by fostering global trade partnerships that promote technological innovation. Governments now actively engage in negotiations, trade agreements, and bilateral investments to create conducive environments for research and development (R&D) and technology transfer (Smith, 2023). These initiatives facilitate the sharing of innovative ideas, technical expertise, and advanced technologies, which are critical in driving economic growth. Global trade partnerships not only open up new markets for technology firms but also provide access to cutting-edge research and development facilities. Countries that leverage economic diplomacy often see significant improvements in their domestic innovation ecosystems, as partnerships stimulate competitive pressure and collaborative opportunities (Nguyen, 2024). However, the interplay between international economic diplomacy and technological innovation is complex. Challenges such as intellectual property rights, regulatory differences, and political instability can hinder the smooth transfer of technology (Garcia, 2025). This study investigates the role of international economic diplomacy in fostering technological innovation, focusing on the dynamics of global trade partnerships. It examines how diplomatic efforts create synergies that drive innovation and what challenges need to be addressed to maximize the benefits of these partnerships.

Statement of the problem
Despite the potential of international economic diplomacy to promote technological innovation, significant obstacles remain. Divergent national policies, inconsistent enforcement of intellectual property rights, and regulatory barriers often limit the transfer of technology between countries (Oluwole, 2023). As a result, the anticipated benefits of global trade partnerships are not fully realized, with many nations struggling to integrate international innovations into their domestic markets. This study seeks to identify the key challenges that impede the role of economic diplomacy in fostering technological innovation and to determine whether current diplomatic strategies effectively support technology transfer and innovation ecosystems (Nguyen, 2024).

To recommend strategies to enhance the role of economic diplomacy in fostering innovation.

Significance of the Study
This study is significant as it highlights the critical role of international economic diplomacy in stimulating technological innovation. Its insights will aid policymakers and trade negotiators in designing strategies that maximize technology transfer and foster robust innovation ecosystems. By identifying the challenges and proposing targeted solutions, the study contributes to enhancing the effectiveness of global trade partnerships in driving economic and technological progress (Smith, 2023; Nguyen, 2024).

Scope and Limitations of the Study
The study is limited to analyzing the relationship between international economic diplomacy and technological innovation within global trade partnerships. It does not extend to domestic innovation policies unrelated to trade diplomacy.
